TME Head of Compliance in Luxembourg City at Tokio Marine HCC

Job Description

Job Purpose:

Responsible for the legal and compliance aspects in territories where Tokio Marine Europe (TME) has branches and supporting operations.

To be the Key Function Holder for TME Compliance with responsibilities including regulatory returns.


Compliance responsibilities:

  • As a member of the senior management team actively contribute to the development and implementation of the strategic direction and objectives of the company.

  • Ensure that the Compliance function is properly managed to deliver the strategic plans, as agreed, including appropriate delegation and appropriate reporting mechanisms to ensure reporting against the annual plans.

  • To ensure that Compliance requirements are properly understood by all business units and staff therein by way of regular training, the coordination and dissemination of relevant regulatory notifications or association circulars and assisting with the meaningful translation of requirements into business procedures.

  • To submit regular written reports to the Board, Committees and Tokio Marine HCC International Group, as required.

  • Work with the CRO to establish and maintain continual oversight processes for the internal controls and reporting dashboards to business oversight committees.

  • Ensure maintenance of delegated authority documentation for each agency relationship between TME and third party underwriters.

  • Monitor the outsourcing arrangements between TME and the Tokio Marine HCC International wholly owned Group subsidiaries providing operational services reporting to the Board periodically.

  • Liaise with Head of International Compliance & Data Protection Officer, as required, in respect of Group Compliance strategy and policy requirements.

  • Oversee the timely submission of regulatory data requests, as required.

  • Maintain a relationship with external contacts; Regulators, other Compliance Officers and consultants, as applicable.

  • Ad-hoc projects and tasks as required by Tokio Marine HCC.


In addition:

  • To be a named Company Secretary for TME.

  • Liaise with the Group Company Secretarial team who will coordinate and maintain the Corporate Calendar (a schedule of all board/committee meetings across the Group) and take responsibility for the organizing and servicing board and committee meeting.

  • Liaise with the finance team to ensure that all local statutory accounts and tax returns are submitted on a timely basis.


Committee membership:

To be the Chairperson of the Product Governance & Distribution Committee.


Reporting line:

The TME Head of Compliance will report directly to the CEO of Tokio Marine with a dotted line into the Head of International Compliance & Data Protection Officer, Tokio Marine HCC International Group.


Team management:

The Legal & Compliance team, based in Spain, will report to the TME Head of Compliance.

  • Provide guidance, support, leadership and motivation to managers.

  • Responsible for recruitment, succession planning, career development, conducting appraisals, training reviews, objective setting within the team.

  • Ensure processes are performed in the most efficient manner and that human and other company resources are allocated and utilised effectively.


Additional available resources:

The Head of International Compliance & Data Protection Officer, based in London, is supported by a compliance team who will be available to further support the TME Head of Compliance as and when required.


Relationship Management:

  • Develop and maintain good relations with all members of TME management team and relevant departments across TME office locations.

  • Build and maintain strong relationships with other operational teams in Tokio Marine HCC International Group, including Compliance, Risk, Internal Audit, IT, etc.

  • Use a collaborative approach when working with others.

  • Prioritise stakeholder management and engagement.

Job Requirements

Qualifications and Experience Specification:


  • Extensive insurance experience in a senior Compliance / Legal position

  • Experienced in Solvency II framework, implementation and reporting to the regulators

  • Multi-lingual: English and French essential, German and Spanish useful

Soft Skills

  • Strong knowledge of all aspects of local compliance regulatory reporting requirements and demonstrated ability to apply such knowledge to practical situations

  • Ability to multi-task and meet critical deadlines

  • 10+ years of professional experience, with at least four years of experience in an insurance company

  • Excellent written and verbal communication skills

  • Confident in MS Word and Excel

  • Strong organisational and analytical skills
